Third Sector Contract Readiness Programme

This exciting new programme has been developed in response to initial research by the Clinical Commissioning Groups. Panel members have indicated that they have a lack of confidence in Third Sector organisations and may want to award a contract to one accountable provider rather than to lots of Third Sector Providers. This therefore means that any NHS main contract bidder will have to sub contract or partner with the Third Sector to provide the social inclusion, social support and recovery to any contract.

Third Sector providers who are currently providing services need to improve and innovate their service offering and knowledge of commercial drivers in order to meet the aims, objectives, governance and measurement criteria required by a main contractor.

In order to support the local the local providers currently working within local authority areas currently working within the area we have developed a provider readiness programme that will take them through the transition process to ensure that these providers are aware of the potential expectations set by the prime contractor on any project. This programme will work alongside the procurement process and any existing support that is currently being provided by either the Local Authority or NHS for example QIPP.

The provider support programme consists of 5 workshop sessions split over 8 weeks, plus 1 or 2 one-to-one sessions that give in-depth support.

· Contracts and tenders

· Key performance indicators

· Consortia development and collaborative working

· Service development and innovation in wellbeing services

· Effective presentations

The recommended 15 – 20 providers participating in this programme will be selected from a base of local Third Sector providers currently working and operating in the area.  The organisations will be a combination of local services and national organisations with local knowledge and understanding.  It is suggested that the Clinical Commissioning teams will decide on the final Third Sector organisations that are required to participate.

At the end of the process Third Sector Providers will be able to present their service offering (“Pitch”) to the final 3 selected main contract preferred bidders prior to their supply of Final Offer bids to the Clinical Commissioning Groups.
